I *was* able to get hold of a second Mac via a friendly neighbor but didn't want to install Configurator. This will require a second Mac, which I didn't have when I made this post. There are essentially two options to get the M1 MBP/MBA back up - one has been mentioned here and that's to use Apple Configurator 2. I couldn't create local computer accounts (were constantly failing), I could not download Big Sur (so I couldn't create the USB stick from Monterey), during recovery, I didn't (and still do not) have an option to install Big Sur, only Monterey Beta.
